Twenty years on from the Irish Governments ‘Regulating Better’ White paper, this paper explores the use of one of the tools for ‘good regulation’ called “Regulatory Impact Analysis” or “Regulatory Impact Assessment” (RIAs). In this paper, Tom Ferris explores the use of Regulatory Impact Assessments (RIAs) by assessing the quality of RIA processes and looking at examples of RIAs. The paper discusses the need for an RIA Oversight Body in order for them to be successful and concludes with recommendations for the future of RIAs.
