Policy to Practice:  The Rights of Persons with Disabilities in Ireland and the EU

This paper explores disability policy in Ireland and the EU, contextualising it within the framework of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD). It delves into key challenges, including barriers to employment, education, and independent living, highlighting Ireland's low disability employment rate, but also acknowledging improvement in education inclusion. Additionally, the paper reflects on the IIEA’s 2024 Disability Policy Programme, which aimed to promote understanding and dialogue on disability rights through discussions on political participation, assistive technologies, and inclusive services. By integrating domestic and international perspectives, the programme advocates for transformative actions to ensure full societal inclusion for persons with disabilities, a key priority under the UNCRPD.
