Passing the Baton: What is the Presidency Trio?

This Future Proofing Europe infographic examines the presidency trio system of the Council of the European Union and the role it plays in supporting cooperation, continuity, and long-term planning. First, it explains the Council’s six-month rotating presidency, compared with leadership arrangements in other EU institutions, and explores why the trio system was introduced almost two decades ago. Moreover, the infographic illustrates how successive presidencies work together over an 18-month period, drawing on past, present, and future examples, including the Ireland-Lithuania-Greece trio. Finally, the infographic considers how the EU’s wider agenda, shared trio priorities, and national presidency priorities intersect and shape the work of the Council.
