The Digital Services Act and Online Freedom of Expression
In his address to the IIEA, Professor David Kaye will discuss how the European Digital Services Act (DSA) proposal responds to calls for increased regulation of online platforms. Professor Kaye will examine whether the DSA can effectively address harmful online content and he will assess the implications of the act for freedom of expression. Professor Kaye will also consider whether the proposal adequately balances the effective regulation of harmful content with the protection of fundamental rights.
About the Speaker:
David Kaye is a professor of law at the University of California, Irvine, director of its International Justice Clinic, and co-director of the Center on Fair Elections and Free Speech. From 2014 – 2020 he served as the United Nations Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression. He is also the author of Speech Police: The Global Struggle to Govern the Internet (2019), the Independent Chair of the Board of the Global Network Initiative, and a Trustee of ARTICLE 19.
