The Council of Europe at a Crossroads. This panel discussion will reflect on Ireland’s six-month Presidency of the Committee of Ministers of the Council of Europe, which ends on 7 November 2022.

This panel discussion will reflect on Ireland’s six-month Presidency of the Committee of Ministers of the Council of Europe, which ends on 7 November. Following the invasion of Ukraine and the consequent expulsion of Russia from the Organisation, the Council of Europe is at a crossroads and, as a recent report by President Mary Robinson stresses, in need of renewed political commitment. This discussion will explore efforts underway on how the pan-European organisation can reform its structures, reaffirm its values, and reinforce democracy, human rights, and rule of law in a time of flux.

About the Speakers:

This panel will be comprised of:

  • Deputy Secretary General Bjørn Berge
  • Senator Fiona O’Loughlin, Head of Ireland’s Delegation to the Parliamentary Assembly of the Council of Europe
  • Professor Aoife Nolan, an Irish independent expert to the Council of Europe's European Committee of Social Rights
