Restoring Multilateralism: Making International Trade Work for All

As the pandemic continues to disrupt global supply chains, and as the war in Ukraine adds further uncertainty to global growth, food security, and international trade flows, Angela Paolini Ellard, WTO Deputy Director-General, delivers an address reflecting on how the WTO and governments across the world can harness international trade to develop a safer and more prosperous world. Ms Ellard discusses the path to reform and towards the modernisation of WTO rules in the context of new and emerging challenges as well as how the WTO can respond to the triple crises of COVID-19, conflict, and climate change.

About the Speaker:

Ms Angela Paolini Ellard was appointed WTO Deputy Director-General in June 2021. Prior to this, Ms Ellard served at the US Congress as Majority and Minority Chief Trade Counsel for 26+ years. An internationally recognised expert on trade and international economic policy, resolving trade and investment barriers, negotiating trade agreements, and supporting multilateral solutions as part of an effective trade and development policy. She has negotiated significant bipartisan trade policy outcomes and legislation with Members of US Congress and senior Presidential Administration officials. Ms Ellard was a lawyer in the private sector, specialising in trade litigation and strategy, trade policy, and legislative issues. Ms Ellard obtained her Juris Doctor, cum laude, and her Master of Arts in Public Policy from Tulane University School of Law. She received her Bachelor of Arts from Newcomb College of Tulane University, summa cum laude. Ms Ellard is a frequent lecturer.
