Building Europe’s Cyber Resilience through Defence and Diplomacy
As state and non-state actors deploy a wider range of offensive cyber capabilities, cyber defence and cyber diplomacy are becoming increasingly necessary. This expert panel assesses unpredictable threats in cyberspace and discusses the appropriate responses at the multilateral and national levels.
Manon Le Blanc presents the EU Cybersecurity Strategy to address the challenges of geopolitical competition in cyberspace and the increasing cyber threat landscape. Christian-Marc Lifländer outlines NATO’s new Comprehensive Cyber Defence Policy to support overall deterrence and defence posture and to enhance the Alliance’s resilience. Addressing the role of cyber diplomacy, Heli Tiirma-Klaar offers insights on Estonia’s global pioneering role in setting best practices for a safe cyberspace. She also discusses the risks and questions arising internationally as state vulnerabilities are exploited.

About the Speakers:
Manon Le Blanc is the Head of the Cyber Sector at the EU diplomatic service, the EEAS. Over the past years, she has shaped the EU’s international cyber policies, notably by driving the development of the 2017 and 2020 EU Cybersecurity Strategy as well as the “Cyber Diplomacy Toolbox” - the EU’s framework for a joint diplomatic response.
Christian-Marc Lifländer is the Head of the Cyber Defence Section in the Emerging Security Challenges Division at NATO Headquarters, Brussels. He serves as the senior cyber policy official of NATO’s International Staff. Mr Lifländer is responsible for leading the development and implementation of cyber defence policy across NATO.
Heli Tiirma-Klaar is the Ambassador-at-Large for Cyber Diplomacy at the Estonian Ministry of Foreign Affairs. Until late 2018, she was Head of Cyber Policy Coordination at the EEAS, where she steered and coordinated EU external relations on cyber issues since 2012. Heli Tiirma-Klaar has worked on cybersecurity since 2007 when she led the development of the Estonian Cyber Security Strategy.
