Kevin Callinan is General Secretary of Fórsa and was elected as President of the Irish Congress of Trade Unions for the 2021-23 term. He has chaired its Public Services Committee since 2019 leading negotiations with the government on behalf of 400,000 public services workers. Since his appointment as Fórsa General Secretary in 2019, membership (96,924 at the end of 2025) has grown in line with the Union’s Strategic Plan and an aggressive change agenda. He was a member of the National Competitiveness Council from 2015-21. He is currently a trade union nominee to the National Economic and Social Council and was a delegate to the Labour Employer Economic Forum from its inception in 2016 until 2024. While a member of the Executive Committee of the European Public Services Unions (EPSU), he was responsible for bringing its quinquennial Congress to Dublin in 2019. He sits on the committees for the oversight of the European ESF+ and Peaceplus funds. He is a member of the governing body of the National College of Ireland and has served on the Executive Board of Public Services International since 2010. He is also a vice-chair of the trade union NGO Justice for Colombia.
