Ireland's Future After Lisbon: Issues, Options and Implications
This report examines possible scenarios in response to the predicament created by the Irish referendum on the Lisbon Treaty. The report identifies and evaluates eight scenarios in terms of their implications for Ireland and the EU.
These scenarios range from abandonment of the Lisbon Treaty by the Member States in response to the Irish ‘no’ to the situation in which Ireland itself decides not to make a second effort to seek ratification of the Treaty. It looks at a number of scenarios in which initiatives by either the Irish authorities or those of the Union itself are directed to finding a basis for completing the ratification of the Lisbon Treaty. The report analyses political and legal aspects of such approaches, together with their consequences.
It is hoped that the report will add to informed public debate on what is identified as one of the most complex and critical challenges faced by Ireland since it embarked on its membership of the European Economic Community a half century ago.
