In his remarks, Mr. Semple made reference to General McChystal’s August 2009 assessment of US operations in Afghanistan, Afghan President Hamid Karzai’s inaugural address in November 2009 and the European Union’s high-level report on Afghanistan and Pakistan prepared by the Council of the European Union entitled “Strengthening EU Action in Afghanistan and Pakistan.” (Links to these documents can be found on this page.)

In his remarks, Mr. Semple discussed a broad range of issues including the accountability of the Afghan government, the reconciliation of insurgents, bureaucratic development and the significance of both Afghanistan and Pakistan for global security.
