About the Speaker:

Ambassador Keith McBean represents Ireland at the European Union’s Political and Security Committee (PSC).  The PSC prepares the political discussions on Common Foreign and Security Policy (CFSP) issues by Ministers for Foreign Affairs and negotiates draft conclusions.  By so doing, it prepares a coherent EU response to international events and exercises political control and strategic direction on crisis situations and on Common Security and Defence Policy (CSDP).   

About the Speech:

Ambassador McBean gave an overview of current political challenges and issues facing the EU in the CFSP area, especially in its Common Security and Defence Policy (CSDP).  He looked at developments in crisis management and the implications of the European External Action Service which is being set up under the Lisbon Treaty.  While emphasising issues on which Ireland is particularly focussed (eg. EU-UN cooperation), he also discussed more generally key areas under review by the PSC and the Foreign Affairs Council (FAC).
