About the Speech:  

The Lisbon Treaty is designed to strengthen the global role and influence of the European Union, in particular through the creation of the new position of the High Representative for Foreign Affairs and Security Policy. Prof. Jolyon Howorth addressed the potential for this new position under Baroness Catherine Ashton.   

About the Speaker: 

Prof. Jolyon Howorth is currently Jean Monnet Professor of European Politics at the University of Bath, as well as a Visiting Professor of Political Science and International Affairs at Yale University.  He has previously held positions at the Sorbonne, the University of Wisconsin, Harvard University, and Columbia University, among others.  

Prof. Howorth has published extensively on the topic of European security and defence policies and on the emergence of a European security identity. Most recently, Prof. Howorth’s article ‘Chess or Ping-Pong’ appeared in Global Europe addressing the appointment of Catherine Ashton as the EU’s new High Representative.
