European Security and Defence Policy

About the Speech:

On 21 July 2005, Robert Cooper, Director General for Politico-Military Affairs at the EU Council and author of The Breaking of Nations, addressed members of the IEA on the European Security and Defence Policy. Mr Cooper described the dramatic change in the nature of threats today, which are more complex and less compartmentalized than previously and the necessity for ESDP to respond to those challenges. In particular he highlighted transnational problems such as terrorism. failed states and organised crime.

According to Mr Cooper, the European Battlegroups initiative is one such response to the ‘global effect’ of regional conflicts and the need to deploy forces much more quickly and in “smaller packages?. Mr Cooper highlighted the breadth of current activity in ESDP with EU deployments in Bosnia, Macedonia, Sudan and Georgia.  He contended that the bases for development are security and the rule of law. In his view, the blurring of boundaries between development and security and between military and civilian responses has to be reflected both in the design of the European institutions and in the formulation of a more capable and coherent European Security and Defence Policy. He quoted the civilian-military cell as an example of innovative thinking in this regard.
