About the Speech:

Mr. Priebe and Mr. Ó'Cinnéide discussed the upcoming reform of the Common Fisheries Policy (CFP) in light of the launch in April 2009 of the European Commission's Green Paper on the CFP. This reform process is potentially of huge significance to the Irish fishing industry, which is experiencing particular difficulty at present, and comes at a crucial junction of Ireland's referendum result on the Lisbon Treaty and the potential accession of Iceland. Mr. Priebe provided frank and open opinions on the specific areas of the CFP that need to be improved, addressing the issue of fish discards, overcapacity of the Community fleet and relative stability of fish quotas. He also discussed the changes brought about by the Lisbon Treaty, as well as, whether or not the likely influence of Icelandic accession to the reform process. Mr. Ó'Cinnéide provided an Irish industry perspective on the reform process and how the interests of the Irish fishing industry could best be served by the reform process. He pointed out that the expectations of the fishing sector needed to be tempered with some realism.


About the Speaker:

Mr. Priebe is a director in the Directorate-General for Fisheries (DG MARE) with responsibility for the Atlantic, the Outermost Regions and the Arctic. His professional focus includes the operation of the Common Fisheries Policy with respect to Ireland. 
 
Mr. Ó'Cinnéide is the Chief Executive of the Irish Fish Producers' Organisation, which represents the owners of commercial sea-fishing vessels throughout Ireland, and is concerned with the management of its members fishing activities including both the catching and marketing of fish by its members.
