About the Speech:
Sir John Mogg will discuss the impact of last September\'s third energy package on the regulatory environment in Europe\'s energy market. He will elaborate on proposals to enhance the powers of national regulators and to create an Agency for the Cooperation of Energy Regulators in advance of the European Parliament\'s first opinion this Spring.
About the Speaker:
Sir John Mogg has chaired UK Regulator OFGEM since 2003 and the European Regulators Group for Electricity and Gas(ERGEG) since 2005. He is also President of the Council of European Energy Regulators(CER).
