At this meeting of the China group, Viorel Isticioaia Budura briefed the group on the work of the EEAS on Asia with a particular focus on China, and its influence in the region. He emphasized the significance of his division within the EEAS, as Asia has become a new protagonist in the global arena and an important partner for the EU. A region with 47 countries and 2 billion people, Asia presents evolving geo-economic and geo-political opportunities and challenges.

The EEAS adopts a two-pronged approach towards its partners in this region - Partnership and Cooperation Agreements (PCAs) and Free Trade Agreements (FTAs).  Five PCAs have already been concluded in 2010/2011 and negotiations are continuing on a PCA with China. An FTA with India is also under negotiation.

Particular emphasis was placed on China in the discussion. Mr. Budura noted that the EU has improved its ‘strategic partnership’ with China this year with the support of the new instruments created under the Lisbon Treaty.  In addition to this, in 2011 President Herman Van Rompuy paid his first visit to China and Baroness Ashton commenced the second round of the EU/China strategic dialogue. The increasingly active role of China on the world stage may help to make this strategic partnership a reality. China has demonstrated its willingness to engage on global and international issues like climate change, counter piracy, security and the coordination of a number of issues on the G20 agenda. China also played an important role in the purchase of Eurobonds. While these purchases remain small, China has expressed confidence and support in the efforts of EU countries to manage the financial crisis.

About the Speaker:

Prior to his appointment to the EEAS, Viorel Isticioaia Budura served as Romania’s Ambassador to China, and occupied senior positions in the Romanian Foreign Service in Korea and Japan. His previous experience includes responsibility for relations with the UN and other international organisations, and Director of the Office of the Romanian Prime Minister.
