About the Speech:

President of the Republic of Cyprus, Mr. Tassos Papadopoulos, treated the Institute to an insight on the first year and a half of his country's membership of the EU. He also addressed the issue of Turkish orientation towards the Union as well as the problem of the division of the island of Cyprus and the efforts being made to resolve the conflict.

President Papadopoulos spoke on the gap between the EU and its citizens which he ascribed to over-regulation distracting citizens from the principles on which the Union was founded. The president also believes that the EU budget should be approved irrespective of CAP reform. He went on to say that a Turkey which accepts the EU is better for Cyprus. Finally, on the topic of the division of the island of Cyprus, the President stated that he accepted the concept of a bi-zonal bi-communal confederation but that the Annan Plan left no power for the proposed federal government and would have been at risk of deadlock. He hopes that the new round of negotiations will be well-prepared as a second failure would be unacceptable.

About the Speaker:

He studied law in London and he actively participated in the EOKA liberation struggle 1955-1959 against the British colonial rule.

He was one of the four representatives of the Greek Cypriot side in the Constitutional Committee which drafted the Republic's constitution.

He served for 12 years as Minister of Interior, Minister of Finance, Minister of Labour and Social Insurance, Minister of Health and Minister of Agriculture and Natural Resources.

He was an adviser to the first interlocutor in the bicommunal talks and became interlocutor in 1976.

He served as Member of the House of Representatives from 1970 and re-elected in 1976 and President of the House from April until October 1976. In 1991 he was elected deputy for the Democratic Party, and was re-elected in 1996.
