Kosovo Before and After Independence: Views from the "Last Traditional" UN Special Representative

About the Speech:

This roundtable event focused on Ambassador Ruecker's experiences as the "last traditional" SRSG in Kosovo, and his views on the challenges and opportunities now facing the people of Kosovo following their declaration of independence on 17 February 2008.

Members will be interested to note that this roundtable was the 100th event organised by the Institute's Balkans Group.  The event was chaired by Tony Brown.

About the Speaker:

Ambassador Joachim Ruecker was, until June 2008, the Special Representative of the United Nations Secretary General and head of the UN Mission in Kosovo (UNMIK, www.unmikonline.org). He is currently the Ambassador of the Federal Republic of Germany to the Kingdom of Sweden.

During his tenure as SRSG and head of UNMIK, Kosovo experienced several major political events: the drafting of the Ahtisaari plan; the efforts to secure the adoption of this plan by the UN Security Council; the so-called Troika talks; the entry into force of a new constitution; and the begining of a reconfiguration of the international presence in Kosovo, with an increasing role for the EU.
