About the Speech:

Jim Cloos, Director in charge of Transatlantic Relations, Latin America, United Nations, Human Rights and Counter-Terrorism at the General Secretariat of the EU Council of Ministers, discussed the role of the Council of Ministers following enlagement and the referenda in France and the Netherlands last summer. Mr. Cloos also gave his opinion on the issue of transparency in the Council and the proposed Union Minister for Foreign Affairs.

About the Speaker:

Jim CLOOS is presently Director in charge of Transatlantic Relations, Latin America, United Nations, Human Rights and Counter-Terrorism at the General Secretariat of the EU Council of Ministers and is a close collaborator of the High Representative for the Common Foreign and Security Policy, Javier Solana.
