Is Russia a Strategic Partner for the EU?

About the Speech:

Sir Roderick Lyne, UK ambassador to Moscow from 2000 to 2004, called for the EU to adopt a more realistic approach to its relations with Russia. In his keynote address to the Institute he recommended that the EU adopt a "positive long term" vision for its relations with Russia to be guided by a "statement of principles", based on realistic benchmarks. He called for the abandonment of aspirations for a new Partnership and Cooperation Agreement in favour of increased sectoral agreements between industry in the EU and Russia.
