About the Speech:

The seminar began with an overview of Ireland's demographic change from Aidan Punch (Chairperson Central Statistics Office). The second speaker, Noel Conroy (Commissioner of An Garda Siochana) spoke about Community Policing and the impact that demographic change is having on An Garda Siochana. To conclude, Pat Folan, Director of the new Irish Naturalisation and Immigration Service, spoke on immigration, development, and the road to the INIS.

The meeting was off-the-record under Europe House Rules and restricted to invitees and members of the Justice Group. A number of broad observations indicate the tenor of the discussion.

Ireland faces challenges in processing migrants, including asylum seekers, and in policing a population whose demographics are undergoing rapid change. The number of asylum applications grew from double digits in 1992 to over 10,000 in 2002. Accordingly, policy dealing with the reception of migrants has been rapidly developed and implemented.

Recent immigration figures can be put in context: while levels on immigration to Ireland are high, Irish people also continue to demonstrate high instances of migration to other countries. Ten per cent of the population have migration experience (spending at least one year abroad), compared to the EU average of 2 per cent.
