About the Speaker:

Ambassador Olof Skoog was appointed by Catherine Ashton as the first Permanent Chair of the Political and Security Committee (PSC), one of the most important posts in the EU’s new diplomatic service (the EEAS), effective from 1 January 2011. Previously he served as the Swedish representative on the PSC and chaired the Committee during the Sweden Presidency of the Council in 2009. From 2004 to 2007 Ambassador Skoog was Director-General for Political Affairs in the Swedish Ministry for Foreign Affairs.

About the Speech:


The PSC, which is comprised of ambassadors from each member state, meets twice per week and makes political and strategic recommendations to the Foreign Affairs Council. The Lisbon Treaty has reinforced the PSC as the linchpin of the EU’s crisis response mechanism, and it plays a central role in the preparation and follow-up of Common Foreign and Security Policy activities.

In his address, Ambassador Skoog outlined the new institutional dynamics of the PSC, within the EEAS and under a permanent chair. He explored how this has equipped the Committee to face the challenges and opportunities that lie ahead.
