Montreal Summit Briefing

About the Speech:

Conor O'Raghallaigh (Department of the Environment), Morgan Bazilian (Sustainable Energy Ireland) and Frank McDonald (The Irish Times) briefed the Energy Group on the outcome of the UN Climate Change Conference, which took place in Montreal from 28 November to 9 December 2005.

Morgan Bazilian opened the discussion with a presentation explaining the context of the Montreal talks, and looking at the broader multilateral framework, set up to address the challenges of climate change. He gave particular focus to the market for emissions trading and also examined several alternative and complimentary methods, outside of Kyoto, which may be used to construct a global climate protection architecture.

As a leading member of the EU’s negotating team at Montreal, Conor O Raghallaigh spoke on the Kyoto Post-2012 deliberations at the Summit. He explained the effectiveness of the EU’s approach at Montreal, the general principles underlying the EU’s policy on climate change, and also provied an overview the dynamics of the negotiations, its main players, and of the most significant outcomes.

Frank Mc Donald rounded up the discussion with his own review of the prospects for Kyoto Post-2012. In particular, he highlighted the changing attitudes, within the US, towards the issue of climate change, which comes as a response to both international pressure and to the convergence of scientific evidence in this area.
