Sir Stephen Wall spoke at the IEA on the topic of \"Britain and the Constitutional Treaty,\" giving a sense of the historical context and complexity of British attitudes toward European integration. Sir Stephen contended that, in light of the French and Dutch \"no\" votes and considerable British oppositon to the Constitutional Treaty, EU leaders must reconnect Europe with its citizens by explaining the uniqueness and relevance of the EU. He cautioned against reviving the Constitutional Treaty in its present form, but cited enlargement as one of the EU\'s greatest successes and noted the importance of continuing with that process.
