Major new report by Alan Matthews on Greening the CAP prepared for European Parliament

The debate on a European banking union has begun, with EU leaders expected to discuss the proposals and a timetable for the plan at the European Council summit on 28-29 June. At this early stage in the process, however, the only certainty is that the UK will not be a part of any European banking regime. 

In the context of the ongoing negotiations on the reform of the Common Agricultural Policy, Professor Matthews discussed the "greening" of the CAP - the "big idea" of the CAP reform package proposed by the Commission. Though supportive of the rationale for greening - to deliver environmental public goods - Professor Matthews raised concerns about both the substance of the Commission's proposals and the way in which they are being watered down during the negotiating process by Member States and the European Parliament.
