About the Speech:

A joint seminar by the IEA and Concern on UN Reform: Threats, Challenges and Change. The keynote address was delivered by H.E. Anand Panyarachun, Chair of the UN High Level Panel on Threats, Challenges and Change and former Prime Minister of Thailand, in which he shared his thoughts on the \"challenges to development, security and human rights, and how to mould the United Nations to address most effectively those challenges in the 21st century.\" This was followed by a presentation on \"When Prevention Fails: The Responsibility to Protect\" from Noel Dorr, former Secretary General of the Department of Foreign Affairs and former Irish Ambassador to the UN. The role of development and the NGO community was the focus of the third speaker, Sally Fegan Wyles, Director of the UN Development Group Office, entitled \"Towards more effective Peace Building\".
