Data Protection Commissioner Joe Meade addressed the Institute on 31 January 2005. Mr Meade outlined the role of data protection as envisaged by the Constitutional Treaty, before dealing with recent proposals under the Hague Programme, such as the principle of availability. In dealing with the new proposals, Mr Meade stressed the need for proportionality, safeguards, checks and balances, in order for the measures to be justifiable.
